Is it permissible, by law, for a manager to have another manager sit on an employee’s performance review? Is it permissible, by law, for your previous manager to allow your new manager to sit in on an employee’s performance review? Is it permissible, by law, for a manager to inform an employee that he/she will not be reporting to anyone else, yet still was moved to another manager?

Yes, yes, and yes. In an at-will employment environment, all of those actions are well within management’s discretion.
