Certainly! If you allow cell phone use while driving, that policy should require using a hands-free device. You may want to consider banning cell phone use entirely, except in emergencies. Studies suggest whether or not they are using a hands-free device, drivers who are talking on the phone are distracted from the road.
I suggest you talk to your insurance carrier about a model policy.
