Every time I discipline a staff member, which is legitimate, she retaliates with baseless claims. The union agreed. I feel as if I’m bullied into not writing her up. Can I file a complaint against her? I’m fed up with the bad attitude, it’s affecting my program.

Welcome to management! We know of no way that you can file a complaint against her. What you can do is document her (and everyone else in your department) and then write her up, write her up, write her up until you can terminate her.
However, I am concerned that you talked about her “bad attitude.” You cannot prove someone’s attitude. All you can prove is their behavior. What are the objective facts that prove she has a bad attitude? Does she slam things around, leave her work area for long periods of time, spend time online instead of working, miss deadlines, spread untrue rumors, talk back? Document what she is doing, or not doing. Stay away from the word attitude.
It’s a long, tedious process but if you’re right and she’s not performing, it will work in the end. Good luck.
