I was offered a managerial job with a contract to work 50 hours per week for an annual salary of $35,000. Would this make me exempt from overtime pay when the new law kicks in?

No. The new law sets the standard salary level at the 40th percentile of earnings of full-time salaried workers in the lowest-wage Census Region, currently the South ($913 per week; $47,476 annually for a full-year worker). What this means is that they would have to pay you overtime for those 10 extra hours.
